RTTE / R&TTE Directive Full Quality Assurance (FQA)BABT RTTE / R&TTE EC Directive Compliance Services RTTE / R&TTE Directive 1999/5/EC is the European regulation applicable to radio and telecommunications terminal equipment. Manufacturers, suppliers and importers of such equipment must apply one of the conformity assessment procedures of the Directive before CE marking the equipment and placing it on the market of the European Economic Area* (EEA). Equipment within the scope of the regulations includes cellular radio equipment, eg. GSM handsets and GPRS terminals, modems, telephones, BluetoothTM equipment, 3g equipment (user terminals and base stations) and radar transceivers. A conformity assessment procedure available to all types of equipment within the scope of the Directive is given in Annex V of the Directive, Full Quality Assurance (FQA) Approval. Annex V, Full Quality Assurance Approval The conformity assessment procedure which minimises the RTTE Directive compliance risk to manufacturers is Full Quality Assurance (FQA) Approval. FQA Approval is a quality management system approval which permits the application of the CE mark of the RTTE / R&TTE Directive. Quality systems based upon ISO9000 and test facilities operating to EN45001 (or ISO17025) inherently meet many of the requirements for FQA Approval under the Directive. Following an assessment of your design and manufacturing quality system, BABT FQA Approval enables you to make Declarations of Conformity under Annex V of the RTTE / R&TTE Directive without the need for Technical Construction File (TCF) submissions to a Notified Body. This permits fast market entry. A product may be placed on the market as soon as a Declaration of Conformity is drawn up and signed. An FQA Approval provides considerable time to market advantages and is very cost-effective. You do not need to have an in-house test capability to hold an FQA Approval. You may sub-contract testing to an external laboratory. In fact, you are able sub-contract many of your design and manufacturing activities if you wish. However, you are not permitted to sub-contract the product compliance decision. The scope of the FQA Approval may include the essential requirements of Article 3.1(a) health and safety including the safety requirements of the Low Voltage Directive (LVD) 73/23/EEC; Article 3.1(b) protection requirements for EMC contained in the EMC Directive, 89/336/EEC; and Article 3.2 effective use of the radio spectrum and orbital resources to avoid harmful interference at the choice of the manufacturer. Under a BABT FQA Approval a manufacturer has access to dedicated technical and regulatory support from an experienced telecommunications engineer who can offer expert advice about the relevant regulator requirements or accessing different European markets. For market access outside of the European Union, BABT provides confirmation documents suitable for submission to regulatory authorities. You may integrate the BABT FQA assessment with other management system audits, eg ISO9000, TL9000, ISO14000, saving time and money.
