BABT RTTE / R&TTE EC Directive Compliance Services

RTTE / R&TTE Directive 1999/5/EC is the European regulation applicable to radio and telecommunications terminal equipment. Manufacturers, suppliers and importers of such equipment must apply one of the conformity assessment procedures of the Directive before CE marking the equipment and placing it on the market of the European Economic Area* (EEA). Equipment within the scope of the regulations includes cellular radio equipment, eg. GSM handsets and GPRS terminals, modems, telephones, BluetoothTM equipment, 3g equipment (user terminals and base stations) and radar transceivers.

A conformity assessment procedure available to all types of equipment within the scope of the Directive is given in Annex IV of the Directive, Technical Construction File.

Annex IV, Technical Construction File

The manufacturer presents a TCF to the BABT Notified Body for assessment. This file should consist of the technical documentation identified in Annex II of the Directive. In addition, for radio equipment, the file must contain the results of the essential radio test suite previously agreed. BABT then has four weeks to issue an opinion. In practice, the time for BABT to issue the opinion is significantly less than four weeks. A positive opinion is issued in the form of a certificate verifying compliance of the file with the relevant essential requirements.

Continuing Compliance

Unlike the previous Telecommunications Terminal Equipment Directive (TTE Directive 91/263/EEC and 98/13/EC) in which each compliance procedure included a third party continuing compliance element, there is no formal third party continuing compliance requirement in Annex IV of the RTTE Directive. However, the manufacturer does have a responsibility for ensuring continuing compliance. This requirement is invoked by Annex II.
